Article 3
The General Commission for Planning is tasked with coordinating planning, study, preparation, programming, monitoring and evaluation work related to the implementation of development projects.
To this end, it is notably responsible for:
- preparing the National Development Plan;
- preparing the State's investment programs;
- participating in the development of sectoral policies for development;
- preparing annual or multi-annual investment programs;
- participating in the development budget and monitoring its implementation;
- monitoring the overall credits included in the development budget;
- strengthening the planning capacities of sectoral administrations;
- carrying out all studies of development projects or pre-projects;
- monitoring and evaluating the implementation of development policies, in collaboration with the competent administrations;
- ensuring the consistency of public policies with development objectives;
- ensuring the effectiveness and efficiency of investment programs;
- promoting collaboration between national institutions and international organizations;
- ensuring the adequacy between the programming and execution of development projects and the finance laws as well as any other budget framework document of the State;
- monitoring all disbursements related to investment works;
- strengthening sustainable development policies;
- participating in the preparation of development projects;
- monitoring and evaluating the programming and execution of development projects;
- monitoring and evaluating the implementation of development plans and annual investment programs;
- identifying any blockage to the proper execution of investment works and making recommendations;
- measuring execution performance and evaluating the impacts of related projects, reforms and actions;
- keeping an account by project and funding source;
- participating in the preparation of the macroeconomic and budget framework;
- participating in the drafting of finance laws with all sectoral administrations;
- developing the medium-term expenditure framework (MTEF) for investments.
